"대북전단살포는 계속 금지되어야 한다"

접경지역 종교인들, 미 의회 랜토스인권위원회에 공개의견서 (전문)
"대북전단금지법은 한국 시민과 접경지역 주민들의 인권과 평화를 위해 필요한 법이다."
접경지역 개신교 목사들과 가톨릭 신부들이 15일 미국 의회 랜토스 인권위원회에 공개의견서를 보내 대북전단행위는 계속 금지되어야 한다는 입장을 전했다.
접경지역 월요평화기도회(대표 김찬수 목사) 소속 목사들과 가톨릭 의정부교구 민족화해 사제모임(대표 강주석 신부) 및 파주지역 사제모임(대표 상지종 신부) 신부들은 15일 보도자료를 통해 한국 정부의 '대북전단금지법'(남북관계발전에 관한 법률 일부 개정법률안)에 대한 청문회를 개최하는 미국 의회 랜토스 인권위원회의 제임스 맥거번(James P. McGovern) 민주당 인권위원장과 크리스토퍼 스미스(Christopher H. Smith) 공화당 인권 위원장에게 의견서를 보냈다고 밝혔다.
의견서에서 이들 종교인들은 "한국 정부의 '대북전단금지법'은 한국 국민의 대의기관인 국회가 제정했고, 한국 국민 다수가 지지하고 있는 법"이라고 하면서 "탈북 전단 단체들의 전단 보내기 행위는 한국 사회의 질서와 평화를 해치는 ‘반사회적 표현의 자유’로서 인권의 이름으로 존중받을 수 없는 행위"라는 의견을 전달했다.
또 탈북 전단살포 단체들에 대해 "한국 언론인을 폭행했고, 접경지역 주민들과 갈등을 일으키고 있는 호전적 단체"라고 설명하고는 "미의회 인권위원회가 한반도의 현실을 이해하는 바탕에서 논의해 줄 것"을 요청했다.
이번 의견서에 앞서 이들은 14일 토니 블링컨 미국 국무부장관 앞으로 '미 국무부의 한국 인권보고서에 대한 남북 접경지역 평화기도 목사들과 가톨릭 사제들의 입장문'과 평화서신을 보내 대북전단행위는 계속 금지되어야 한다는 입장을 밝혔다.
한편, 이날 열리는 미국의회 랜토스 인권위원회는 대북전단살포를 물질적으로 지원해 온 수전 숄티 북한자유연합 대표 등을 증인으로 채택해 '한국의 시민적·정치적 권리: 한반도 인권에 대한 시사점'을 주제로 청문회를 개최한다.
랜토스 인권위원회는 의결권한이 없기 때문에 이날 청문회 결과가 의회결의나 입법으로 이어지지는 않는다.

We are Catholic Priests and Protestant pastors who pray for peace in the inter-Korean border village of Korea.
We believe that for the peace of the two Koreas and the peace of the border village residents, we need an “anti-leaflet law” prohibiting sending leaflets to North Korea.
In this regard, we have published Statement of Peace Prayer Pastors and Catholic Priests in the Inter-Korean Border Villages, regarding the U.S. State Department's 2020 Report on Human Rights in Korea
In this statement, we have revealed the necessity and legitimacy of “anti-leaflet law” amending the basic law for the development of inter-Korean relations.
The law prohibiting sending leaflets to North Korea is a law made by the National Assembly, the representative body of the Korean people, with the opinions of many Korean citizens.
The two North Korean defectors who sent leaflets to North Korea hurt the peace of Korean society, assaulted journalists, and caused conflicts with residents in the border.
We hope that the Lantos Human Rights Commission will have a good discussion on the basis of understanding the reality of Korea and that Korean citizens will respect and trust the Lantos Human Rights Commission.
