[논평] 트럼프의 주한미군 주둔비 인상 요구는 천부당만부당한 일

- 돈만 밝히는 동맹을 더 이상 유지할 필요가 있을까? 

 주한미군 주둔의 근거는 1953년 10월 체결된 한미상호방위조약에 있다. 그런데 이 조약이 체결될 당시의 한국과 2025년 한국은 비교할 수 없을 정도로 국력이 달라졌다. 

 오늘날 한국은 더 이상 과거의 가난하고 힘없는 나라가 아니다. 세계 군사력 순위에서도 10위권 안에 올라서 있으며, GDP 규모로는 13위이다. 

 한국은 그동안 독자적인 기술 개발을 통해 국방력을 지속적으로 발전·강화해 왔으며, 최첨단 무기 체계 운영 등으로 이제는 그 어떤 외국군의 도움 없이도 스스로 나라를 지킬 수 있을 만큼 크게 성장했다. 유사시 뒷받침이 되는 경제력도 충분히 갖추고 있다. 더 이상 과거의 ‘피보호국’ 이 아니다.

 그럼에도 불구하고 트럼프 대통령은 '보호비' 라는 명목으로 연간 100억 달러(약 13조원)에 달하는 과도한 주한미군 주둔비를 요구하고 있다. 이 금액이면 한국 전체 대학생들의 1년치 등록금을 지원해도 될 정도의 큰 규모다. 

 트럼프의 과도한 요구는 한국의 높아진 위상과 역량을 일부러 무시하는 처사일 뿐 아니라, ‘동맹’을 돈벌이 수단으로 전락시킨다는 비난을 피하기 어렵다. 한국 국민은 더 이상 필요하지도 않은 군사적 보호를 내세워 그토록 막대한 돈을 요구하는 것을 ‘갈취’ 행위로 생각할 것이다.

 오늘날 한국 정도의 위상을 가진 나라를 대하는 자세는 일방적인 희생이나 강요가 아닌, 상호 존중과 호혜를 기반으로 해야 한다. 

 더욱이 지금은 과거의 냉전기와 다르며, 주한미군 주둔의 실제 목적도 조선(북한)의 남침을 막는 것이 아니라, 중국을 견제·포위하기 위한 미국의 패권 유지 전략에 따른 것 아닌가. 미 국방 차관 콜비 등 외교 안보 정책 담당자들도 대놓고 그렇게 말하고 있다. 

 그렇다면 오히려 미국이 한국에 주한미군 주둔비를 내야 하는 것이 정상 아닌가? 

 세계 최대의 450만 평 평택 미군기지를 무상으로 사용하면서 거기에다 년간 100억 달러를 내라고 하면 어느 나라 정부 어느 국민이 가만히 있겠는가? 그런 부당한 요구를 해서는 안 된다. 

 그렇지 않아도 한국은 현재도 주한미군에게 직간접 비용으로 년간 약 3억 달러 이상의 주둔비를 지급하고 있다. 사실 이것도 잘못된 과잉 지급에 해당한다.

 오늘날 한국은 자체적인 힘으로 국가 안보를 지켜낼 수 있는 충분한 역량을 갖추고 있다. 이 때문에 트럼프 대통령의 보호비라는 말은 궤변이며, 오히려 주한미군 주둔비 지급을 갈수록 줄여야 함에도, 반대로 대대적인 증액을 요구하는 것은 천부당만부당한 일이다. 더 이상 그런 말을 꺼내선 안 된다. 

 트럼프가 한국의 변화된 위상과 국방력을 제대로 인식하지 못한 채 그저 ‘현금인출기’ 정도로 취급한다면, 한국 국민은 더 이상 한미동맹 유지의 필요성을 느끼지 못할 것이다. 하긴 지금이 한미동맹 유지 여부 문제를 전면적으로 재검토할 시기가 도래하긴 했다. (끝)

[Criticism] Trump's request for a significant increase in the cost of U.S. military presence in South Korea is only a thug

- Is it necessary to maintain an alliance that only cares about money?

The presence of the United States Forces Korea (USFK) is based on the ROK-U.S. Mutual Defense Treaty, signed in October 1953. However, the Republic of Korea of 2025 is incomparably different in national power from the Korea that signed that treaty.

Today, South Korea is no longer the poor, weak nation it once was. It ranks among the top 10 in global military strength and is the 13th largest economy by GDP.

South Korea has continuously developed and strengthened its national defense capabilities through independent technological advancements, operating cutting-edge weapon systems. It has grown strong enough to defend itself without the aid of any foreign military. It also possesses sufficient economic power to back up its defense in case of emergency. It is no longer a "protectorate" of the past.

Despite this, President Trump is demanding an exorbitant annual USFK stationing fee of $10 billion (approximately ₩13 trillion) under the guise of "protection money." This amount is so vast it could cover a year's tuition for all South Korean university students.

Trump's excessive demand not only deliberately ignores South Korea's elevated status and capabilities but also makes it difficult for him to avoid criticism for reducing an "alliance" to a mere means of making money. The South Korean public will view demanding such immense sums for military protection that is no longer needed as an act of "extortion."

The proper attitude towards a nation with South Korea's current standing should be based on mutual respect and reciprocity, not one-sided sacrifice or coercion.

Moreover, the current era is different from the Cold War, and the actual purpose of USFK's presence is not to deter a North Korean invasion, but rather to serve America's hegemonic strategy of containing and encircling China. U.S. defense officials like Under Secretary of Defense Colby have openly stated this.

If so, isn't it logical that the U.S. should be paying South Korea for the stationing of USFK?

Which government or public would stand idly by if they were asked to pay $10 billion annually while the U.S. uses the world's largest military base, Pyeongtaek, spanning 4.5 million pyeong (approximately 3,700 acres), for free? Such unreasonable demands should not be made.

Even now, South Korea is paying over $300 million annually in direct and indirect costs for USFK's stationing. In fact, this is already an excessive payment.

Today, South Korea possesses sufficient capabilities to secure its national security with its own strength. Therefore, President Trump's talk of "protection money" is sophistry. While the USFK stationing fees should be gradually reduced, demanding a massive increase is utterly preposterous. Such demands should no longer be made.

If Trump treats South Korea merely as an "ATM," failing to properly acknowledge its changed status and defense capabilities, the South Korean public will no longer see the need to maintain the ROK-U.S. alliance. Indeed, the time has come to comprehensively reconsider whether to maintain the ROK-U.S. alliance.
